1. Introduction

This manual is published in compliance with Section 51 of the Promotion of Access to Information Act, No. 2 of 2000 (PAIA) , read together with the Protection of Personal Information Act, No. 4 of 2013 (POPIA).

The purpose of this manual is to:

  • Promote transparency and accountability

  • Provide guidance on how to request access to records held by Showers of Blessings

  • Describe the categories of records we hold

  • Outline the procedure, fees, and grounds for refusal

4. The PAIA Guide (Section 10)

The Information Regulator has published a guide on how to use PAIA. This guide is available in all official languages and explains:

  • The objectives of PAIA

  • How to make a request for access

  • The remedies available if a request is refused

6.4 Financial Records

  • Donation reconciliation reports

  • Financial statements

  • Banking details (where required for donations)

6.5 Correspondence Records

  • Enquiries received via website forms

  • Website access logs (anonymised)

7. Records Held in Terms of POPIA

In accordance with POPIA, we process personal information for legitimate purposes:

8. Request Procedure

8.1 How to Submit a Request

Requests for access to records must be submitted in writing to the Information Officer.

8.2 Information Required

Your request must include:

  • Your full name and surname

  • Your contact details (email address and/or phone number)

  • clear description of the record requested

  • The form of access required (e.g., electronic copy, printed copy)

  • The right you are seeking to exercise or protect (access must be necessary for that right) -6

  • Proof of identity (where required)

8.3 Form of Request

While you may use the prescribed Form 2 (available from the Information Regulator’s website), a written email containing the required information is sufficient.


9. Fees

PAIA allows private bodies to charge prescribed fees:

Note: The request fee must be paid before we are required to consider your request. If your request is refused after a deposit was paid, the deposit will be refunded (excluding the R50 request fee).

No fee may apply if the requester falls below a prescribed income threshold or if the Information Officer waives the fee.


10. Timeframes

  • We will respond to a valid request within 30 days

  • Extensions are permitted where searches are complex or large volumes are involved

  • If no response is received within the timeframe, it is considered a deemed refusal


11. Grounds for Refusal

Access to records may be refused on grounds permitted by PAIA, including:

  • Protection of personal information of third parties

  • Confidential commercial information (including donor confidentiality)

  • Legal privilege

  • Safety or security of individuals

  • Protection of third-party interests

  • Where disclosure would constitute an unreasonable disclosure of personal information

If a request is refused, we will provide written reasons for the refusal and inform you of your right to lodge a complaint with the Information Regulator.


12. Remedies

If you are dissatisfied with our decision, you may:

  • Lodge a complaint with the Information Regulator

  • Approach a court for relief

Complaint process: Use Form 5 available on the Information Regulator’s website and submit it to complaints.IR@justice.gov.za.

14. Amendments

We reserve the right to amend this PAIA Manual as required by law or operational changes. The latest version will always be published on our website with the “Last updated” date revised accordingly.


15. Data Subject Rights Under POPIA

In accordance with POPIA, you have the following rights regarding your personal information:

  • Nonprofit Organisations Act, 71 of 1997 (if registered)

  • Basic Conditions of Employment Act, 75 of 1997
